Manager-Supply Chain Purchasing

Location: WellSpan Health, York, PA
Schedule: Full Time

General Summary

Oversees the purchasing activities of the WellSpan Supply Chain Procurement Specialists. Also performs a variety of duties to purchase supplies, equipment, and service according to System guidelines for cost, quality and delivery.

Duties and Responsibilities

Essential Functions:

  • Maintains requirements with bargaining unit staff based on the current collective bargaining unit agreement.
  • Responds to and follows up on any grievances submitted by bargaining unit staff.
  • Consults with Human Resources on any bargaining unit issues or concerns.
  • Provides supervision and support for their assigned purchasing region and specialty, including oversight of policies and procedures, documentation of standard work, and auditing of purchase orders/processes.
  • Under the direction of the Director - Supply Chain Purchasing, performs purchasing responsibilities for assigned areas.
  • Participates in the hiring, training, evaluating and counseling of staff.
  • Coordinates staff PTO requests and purchasing coverage within their assigned region and specialty.
  • Supports assigned region and specialty by monitoring supply levels on a daily basis and coordinating purchasing activities to meet the needs.
  • Works with suppliers to better understand market trends and backorders and directionally guides staff to appropriately procure needed supply levels.
  • Ensures compliance with Clinical Equipment Review (CER), New Product Request (NPR) and other system policies.
  • Rounds with departments within assigned region and specialty to better understand how to serve them and to help build and maintain positive relationships.
  • Develops Key Performance Indicators (KPI) and monitors purchasing staff for compliance.
  • Monitors non-catalogued items and escalates to Contracting and Value Analysis as required.
  • Works closely with Contracting and AP to ensure invoice issues are reviewed and reconciled in a timely manner to avoid any late fees or charges from supplies.

  • Maintains established policies and procedures, objectives, quality assessment and safety standards.

  • Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.

Qualifications

Minimum Education:

  • Bachelors Degree Required

Work Experience:

  • 3 years Progressively more responsible Supply Chain Management positions in healthcare industry or equivalent management experience. Required and
  • Supply Chain Management, Logistics & Distribution Management, Business Management or related Business field of study. Required
