Job Description:

Under the general supervision of the Supervisor-Release of Information (ROI), responsible for the disclosure of WellSpan Health (WSH) patients’ medical records in accordance with regulatory requirements, hospital policies and procedures, Health Information Portability and Accountability Act (HIPAA), federal and state regulations. Reviews MyWellSpan Proxy access requests. Prepares correspondence and medical records for release of protected health information (PHI).


Duties and Responsibilities

Essential Accountabilities:

  1. Responds to all incoming requests within established time frames and in compliance with all applicable regulatory requirements.
  2. Reviews incoming requests and determines what PHI is to be reproduced, being sensitive to the Minimum Necessary Requirement of the HIPAA Privacy Rules.
  3. Communicates with other WSH departments (Corporate Compliance, Patient Financial Services, and Imaging etc.) to obtain requested materials to fulfill requests.
  4. Contacts patients and other requestors to resolve issues with a request when necessary.
  5. Compiles requested information from the various electronic medical record systems, microfilm and paper records and scans into the ROI tracking software.
  6. Contacts providers to expedite and to obtain required authorization to release sensitive protected health information to patients.
  7. Responsible for reviewing MyWellSpan Proxy requests and following hospital policy will approve or deny the request.
  8. Performs data integrity checks on all PHI compiled in the ROI tracking software to reduce risk of an improper disclosure.
  9. Notifies the appropriate Health Information Management (HIM) Manager when data integrity issues are identified.
  10. Researches, analyses and proposes solutions and/or makes recommendations regarding ROI processes.
  11. Frequent travel to WSH practices to obtain paper medical record documentation for processing requests.
  12. Occasional travel between ROI work locations for meetings and training.
  13. Completes productivity and quality reports in a timely and accurate manner in accordance with HIM department policy.



  • Minimum Experience:
    • :12 – 18 months in healthcare setting
    • Required Course(s)/Training: Medical terminology within 6 months of hire
    • LMS tutorial - Authorization to Use or Disclose Health Information Form
  • Minimum Education:
    • : High School Diploma or GED
    • Preferred: Associates Degree in Health Information Technology
    • Preferred CredentialsRegistered Health Information Technician (RHIT)
  • Skills:
    • Excellent interpersonal/communication/organizational skills
    • Excellent computer navigational skills
    • Ability to multitask with frequent interruptions
    • Ability to work independently and prioritize workload
