General Summary:


Under general supervision, supervises and evaluates assigned personnel and monitors daily operations of Prehospital Services Department. Designs, implements and presents training programs for EMS providers and staff. Manages and oversees all aspects of Prehospital Services including performing EMS Liaison duties, the Community Paramedicine program and the Medical Direction program. Conducts EMS outreach activities by attending local, regional and state EMS meetings and functions as needed. May provide care and treatment of patients suffering from urgent and emergent disease and/or injury in accordance with appropriate rules, regulations and protocols.


Duties and Responsibilities:


  • Coordinates the Medical Direction Leasing Program. Assists assigned Medical Director with all Medical Direction contracts including providing oversight of EMS providers.
  • Assists with communications between WellSpan Health System departments and EMS services as needed.
  • Manages EMS equipment storage area as needed.
  • Provides health care instruction/education, as needed.
  • Develops, implements and manages the operations of the WellSpan Community Paramedicine program.
  • Coordinates the functions of, and oversees the staff of the Community Paramedicine Program.
  • Supports the Community Paramedic(s) in their role and attends educational programs, as needed, to support the ongoing operations of the Community Paramedicine program.
  • Prepares and submits reports, as requested and required, for the Community Paramedicine program.
  • Assists the Community Paramedicine staff in meeting goals set for on a fiscal basis by the Leadership of the Emergency Department.
  • Coordinates and communicates with and provides liaison between WellSpan Health System departments, community, city, county, state and federal agencies involved with EMS response.
  • Oversees EMS Liaison responsibilities, the Medical Direction Leasing program and the Community Paramedicine program.
  • Direct point of contact between outside EMS agencies and both Emergency Departments, as well as any other internal departments of WellSpan Health.
  • Manages all contractual relationships with outside agencies including vendors and partnering relationships.
  • Provides health care instruction/education to contractual services, as needed.
  • In conjunction with the Prehospital Department Coordinators, develops, establishes and implements goals, objectives, policies and procedures.
  • Continuously assesses and improves department performance.
  • Maintains appropriate relationships with EMS educational organizations or academies.
Required Skills
  • High School Diploma or G.E.D. (required)
  • Bachelor's Degree (preferred)
  • Certification as Emergency Medical Technician-Paramedic; ACLS certifcation; CPR certification; Medical Command Authorization
  • Completion of Emergency Vehicle Operator's Course (EVOC)
  • Supervisory experience required; ability to coach, train and motivate staff
  • Excellent organizational skills that reflect ability to independently lead, prioritize work and adapt new processes and/or techniques.
  • Strong character and exercises good judgement in decision making.
  • Excellent interpersonal, oral and written communication skills.
  • Exceptional relationship building and customer service skills focused on gaining a full understanding of needs, providing quality solutions and follow-up as needed.

Must possess a valid driver's license in the current state of residence.  Driving record must meet requirements established by WellSpan Risk Management.

Required Experience
  • 3 - 5 Years experience with Bachelor's Degree or 12 - 15 years of experience in EMS plus 5 years of management experience
