Manager Retirement Benefits

Location: WellSpan Health, York, PA
Schedule: Full Time

General Summary

Responsible for the day-to-day administration of the Retirement benefits programs of the System to ensure benefits are market competitive, compliant, and meet employee needs while maintaining cost-effectiveness of benefits to employees and the organization.

Duties and Responsibilities

Essential Functions:

  • Develops, implements, administers and maintains Retirement benefits programs (including but not limited to 403(b) defined contribution, Pension defined benefit, SERP defined contribution, and 457(b) plans), policies and procedures.
  • Subject matter expert of healthcare industry competitive programs and offerings that meet the needs of team members and are in line with WellSpan's mission and vision. Supports executive team and talent acquisition in staying current of market competitive plan communication how offerings compare to peers.
  • Ensures that benefits programs offered meet the needs of all team members with a focus on the employee experience in compliance with the terms of the plan documents.
  • Supports the effective communication of new plans and offerings and promotion of existing plans and offerings (via email, web, mail, mobile) to encourage team member participation.
  • Maintains documentation and plan compliance to ensure SPD's and other documentation are up to date and made available to team members according to requirements for each.
  • Works closely with Retirement consultant, plan administrators, and HR Technology team to ensure the accuracy of program oversight and administration (including configuration, calculations, and regulatory changes) while considering the team member experience and cost impact.
  • Keeps current on all legislative and regulatory requirements for the plans, e.g., 5500's, Plan Audits, and other compliance testing.
  • Leads retirement plan projects and provides support to Retirement Specialists with team member escalations.

Common Expectations:

  • Recommends staffing levels, selects and assigns staff, evaluates performance, evaluates/tests competencies (as applicable), provides orientation, training and continuing education of staff, and initiates or makes recommendations for personnel actions.
  • Responsible for vendor billing reconciliation and payments of the Retirement programs and general expense and trust financial oversight.
  • Maintains established benefits policies and procedures, objectives, quality assessment and safety standards.
  • Maintains professional growth and development through seminars, conferences, and professional affiliations to keep abreast of latest trends in field of expertise.
  • Remains knowledgeable in compliance issues including SPD and other notice and communication requirements. Develops and maintains compliance schedules for various areas of Retirement benefits.
  • Manages team who support deferrals and employer contributions, change and termination actions, and assists employees with same. Ensures that payroll deductions are correctly entered into the computer. Scans documents as needed. (for Unionized team members).
  • Participates in various committees within the organization.

Qualifications

Minimum Education:

  • Bachelors Degree Required

Work Experience:

  • 5 years in Benefits administration Required

Courses and Training:

  • CEBS designation Upon Hire Preferred

Knowledge, Skills, and Abilities:

  • Excellent human relations and oral/written communications skills.
  • Proven managerial skills.
