Environmental Services System Development and Compliance Specialist

Location: WellSpan Health, Chambersburg, PA
Schedule: Full Time

General Summary

Responsible for overseeing hazardous waste management across the healthcare system, ensuring compliance with local, state, and federal regulations. This position also provides centralized oversight and coordination of all EVS vendor contracts across system entities, ensuring consistency, performance standards, and service quality. Additionally, the role serves as the lead EVS trainer, responsible for developing, implementing, and standardizing training programs across all facilities within the system.

Duties and Responsibilities

Essential Functions:

  • Oversees and ensures full compliance with hazardous waste handling, storage, and disposal protocols across all system facilities, by collecting and compiling waste tracking data from each hospital, ensuring consistency and accuracy of data reporting across all locations.
  • Conducts audits and inspections to identify gaps and ensure adherence to regulatory requirements (EPA, OSHA, DOT, etc.).
  • Reviews and monitors all EVS system-wide vendor contracts, ensuring alignment with operational standards, internal sustainability initiatives and budgetary goals.
  • Leads system-wide training programs for Environmental Services, including onboarding, refresher, and competency-based training.
  • Develops training materials and standard operating procedures (SOPs) in collaboration with site leaders.
  • Provides on-site and virtual training support across multiple facilities, ensuring consistency in EVS service delivery.
  • Supports continuous improvement initiatives in environmental hygiene, waste stream reduction, and staff development.
  • Serves as a resource for EVS managers and directors across the system, offering operational guidance and subject-matter expertise.
  • Ensures timely submission of department reports.
  • Prepares or oversees preparation of required state and federal reports, either directly or through qualified vendors.
  • Serves as the primary liaison with hazardous waste vendors and regulatory agencies.

Common Expectations:

  • Maintains familiarity with all WellSpan hospital sites and their respective waste-handling staff.
  • Collaborates with staff and local hospital teams to ensure compliance, training, and effective communication.
  • Provides representation for all entities and med group sites for audits, training, or support purposes.

Travel Requirements:

  • Estimated Amount: 20% - Travel required to system facilities as needed.

Qualifications

Minimum Education:

  • Associates Degree Preferred in Environmental Services, Healthcare/Business Administration or related flied. Required
  • Bachelors Degree Preferred

Work Experience:

  • 3 years Experience in healthcare environmental services, with a focus on hazardous waste and vendor oversight. Required and
  • 1 year Experience in training and development within a multi-site organization. Required

Licenses:

  • Train-the-Trainer Certified Health Care Environmental Services Technician within 1 year Required and
  • Train-the-Trainer Certified Surgical Cleaning Technician within 1 year Required

Driver's License Statement:

Must possess a valid driver's license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management.

Knowledge, Skills, and Abilities:

  • Strong understanding of hazardous waste regulations and environmental health standards.
  • Excellent communication, organizational, and leadership skills.
