Job Description:

RN      Director of Nursing is responsible for planning, organizing, staffing and directing the Good Samaritan Hospital Outpatient Surgery Center. This includes managing the operational aspects of the unit in a cost-effective manner and contributing to the Surgical Services Department and the Health System through the support of its philosophy, objectives and educational efforts.


Duties and Responsibilities


Supervision of Staff

  1. Responsible for recruitment, assignment, scheduling, development and evaluation of staff.
  2. Conducts regular meetings with staff. Assures that staff expectations are consistent with the goals of GSHS.
  3. Schedules work and evaluates performance in relation to department objectives and established standards.
  4. May initiate, authorize, or recommend as appropriate salary changes, promotions, discipline, termination, vacation schedules, leaves of absence, performance appraisals and other actions in coordination with HR and established procedures and policy.
  5. Discusses and resolves employee relations issues according to established procedures and in cooperation with HR.
  6. Objectively interprets GSHS policies to staff.
  7. Applies personnel policies in a fair, consistent and equitable manner.
  8. Encourages staff participation in unit based project development, nursing committees and educational offerings.
  9. Identifies educational needs of staff and develops a plan for meeting those needs in cooperation with the Education Department.
  10. Facilitates staff attendance at educational programs.

Chief Retention Officer

  1. Facilitates staff attendance at educational programs.
  2. Develops innovative retention techniques that results in improved staff satisfaction.
  3. Works with individual nursing staff to create career and development plans.
  4. Identifies and monitors retention risk. Develops specific plans for action to retain high risk individuals and address unit-wide dissatisfiers.
  5. Uses multiple communication techniques to assure effective, open communication with all staff.
  6. Promotes team building by planning events and projects with staff.
  7. Involves the staff in the applicant interviewing process.
  8. Completes Surgery Center schedules with staff involvement.
  9. Conducts monthly staff meetings.
  10. Monitors the development of each new hire through shadow rounding, and other personal interactions, intervening as necessary to address new hire concerns.
  11. Maintains visibility and communication with all staff.
  12. Consistently provides positive feedback to staff.
  13. Follows up to ensure the reassigned employee (float staff, new transfer) is supported by the receiving unit.
  14. Selects and prepares staff who can become preceptors.
  15. New hires are assigned to consistent preceptors the majority of the time.
  16. Institutes and promotes cross training of staff across surgical services areas.
  17. Selects and prepares staff who can become mentors

Manages the Delivery of Care in the Outpatient Surgery Center

  1. Provides leadership and direction in a manner which reflects the health system's and the nursing department's philosophy and objectives.
  2. Collaborates with ancillary support services to provide a safe, clean and secure environment for patients, staff and visitors.
  3. Maintains close coordination with all departments to insure continuity and collaboration of services.
  4. Communicates effectively with other nurse managers to maintain quality nursing care within the health system.
  5. Assists in developing policies and procedures specific to the Surgical Services and Nursing
  6. Department; directs those to the appropriate committee for review and input.
  7. Evaluates the quality of patient care by conducting patient rounds, patient interviews, direct staff observation and review of nursing documentation.
  8. Directs the delivery of nursing care at GSH OPSC.
  9. Communicates unit problems and/or paieint care related issues to the Administrative
  10. Director for Surgical Services and/or the Vice President for Nursing.
  11. Coordinates with nursing management to develop action plans and short term goals and objectives for the Nursing Department.
  12. Appropriately utilizes schedule and acuity to determine staffing levels.
  13. Appropriately communicates needs and changes to staffing patterns.
  14. Monitors and justifies requests for changes in core staffing needs.
  15. Intervenes as necessary in promoting positive, constructive interactions between staff members.
  16. Participates in the orientation of new employees.
  17. Assures staff attend mandatory inservice programs.
  18. Initiates communication with Education staff to resolve issues.
  19. Monitors the appropriateness of care.
  20. Collaborates with other health care staff and physicians to efficiently manage the patient's plan of care.

Oversees and Provides Direct Patient Care

  1. Assumes responsibility for safety and comfort of patients within the GSH OPSC.
  2. Patient satisfaction scores average at or above established target during the evaluation period, as far as the indicators are within his/her control.
  3. Diffuses patient, family/significant other and employee issues during acute situations.
  4. Utilizes Press Ganey Surveys and Results to improve patient satisfaction.
  5. Provides input and standards in formulating patient care policies and procedures for the unit, department and organization; works with the medical staff to coordinate interoperative care.
  6. Facilitates and monitors activities related to patient care and sets standards for accurate reporting and recording of patient's symptoms, reactions and progress.
  7. Organizes patient care and ensures continuity of care based upon knowledge of patient needs.
  8. Evaluates care through assessment, planning, intervention, re-evaluation, written documentation, observation and comparison to established standards.
  9. Administers nursing care to patients to maintain clinical skills, to assess particular patient requirements or as support to unit staff.
  10. Serves as a clinical resource person and role model.
  11. Provides mechanisms to assure patient and significant others participation in care planning.
  12. Performs patient rounds routinely.
  13. Knows where to find appropriate resources for patient needs (e.g. language translation).
  14. Effectively handles patient complaints, utilizing patient representative if needed.
  15. In cooperation with the Education Department, coordinates ongoing inservice education programs to continually update knowledge and skills of staff.
  16. Directs and instructs personnel in preparing, sterilizing and caring for OR equipment and supplies.
  17. Is well organized in performing patient related duties within case time frame.

Strategic Planning & Initiatives

  1. Achieves positive results when accrediting and regulatory reviews are conducted.
  2. Is knowledgeable of strategic plan and advocates the goals within the organization.
  3. Identifies continuous PI processes and operations; takes action and develops recommendations.
  4. Works with other managers across multi-disciplinary areas on PI initiatives.
  5. Facilitates staff involvement in PI activities at the unit and department level.
  6. Participates in department or hospital wide projects when requested.
  7. Understands and implements policies and procedures in accordance with regulatory agencies and/or professional organizations.
  8. Meets reporting requirements for DOH issues.
  9. Completes Event reports within time frame.
  10. Unit is compliant and in a state of readiness for regulatory agencies.
  11. Department specific initiatives are consistently on track.

GSH Outpatient Surgery Center Specific Duties

  1. Coordinates with senior managers to develop action plans and short term goals/objectives relating to the Surgical Services Department.
  2. Keeps current with latest technology and trends within realm of surgery.
  3. Directs patient care accordingly.
  4. Facilitates communication between OPSC and other departments to ensure optimal patient outcomes.
  5. Develops, reviews, and coordinates OPSC policies and procedures.
  6. Reviews and assures OPSC services are compliant with regulatory and professional standards.
  7. Reviews and recommends OPSC services, needs (personnel, space, equipment and contracted services).
  8. OPSC is compliant and in a state of readiness for JCAHO/DOH.
  9. Completes incident reports within time frame.
  10. Plans and schedules medical staff meetings as required.
  11. Initiates and maintains appropriate contracts and agreements for outpatient surgery center.
  12. Meets monthly with supervisors reporting to the position.
  13. Facilitates communication between OPSC and contracted services to ensure optimal patient outcomes.





  • Minimum Experience:
    • 3 years of recent OR nursing experience
    • Pref. Experience       Medical/surgical background
  • Minimum Education:
    • Bachelor of Science in Nursing or related field, or plans to pursue
    • Graduate of School of Nursing
  • Preferred Education:
    • Master’s Degree
  • Required Certification:
    • Current Pennsylvania licensure as an RN
    • BLS certification; ACLS certification
  • Skills:
    • Evidence of strong leadership capabilities
