Job Description:

Under the general supervision of the Manager-Emergency Management, plans, develops, implements and manages the emergency management, disaster response and life safety programs (e.g., patient decontamination, Emergency Operations Plan, Disaster Response Team, etc.). Works with managers to plan and implement programs relating to general safety, emergency preparedness, fire protection and investigation. Coordinates with, and provides liaison to, community, city, county, state and federal agencies involved with emergency management (e.g., PADOH, FEMA, Red Cross, local Police, Fire and EMS departments, etc.). Acts as a consultant/resource to leaders and staff on matters related to emergency management, and disaster response. Designs, implements and presents training programs for leaders and staff.


Duties and Responsibilities


  1. Leads staff that assists with planning, developing, implementing and managing emergency management, disaster response and chemical safety programs as assigned.
  2. Leads staff that coordinates, communicates and provides liaison with applicable community partners involved with emergency management.
  3. Acts as a consultant/resource to leaders and staff on matters related to emergency management, disaster response and chemical response.
  4. Assists with developing, implementing and monitoring the Emergency Operations Plan.
  5. Chairs the Hospital Life Safety Committee.
  6. Formulates and implements the Life Safety programs and ensures that all Hospital entities are in compliance with all regulatory agencies in regard to Life Safety.
  7. Oversees the fire safety detection program to ensure regulatory compliance.
  8. Implements programs related to investigation due to fire alarm activations.
  9. Coordinates, oversees and implements Safety Data Sheet collection program for all users on the system.
  10. Designs, implements and presents training programs for leaders and staff as assigned.
  11. Plans, develops and implements the Hospital Disaster Response Team program.
  12. Continuously assesses and improves Disaster Response Team performance.
  13. Develops and maintains a Disaster Response Team training record database.
  14. Assists with coordination with the Disaster Response Teams across the Health System.
  15. Ensures the maintenance and completion of weekly inspections of Decontamination Rooms.
  16. Coordinates and prepares meeting agendas and training discussion items for the WellSpan York Hospital Disaster Response Team.
  17. Assists with, as needed, the accurate completion of chemical waste disposal documentation to meet the requirement set forth by the regulatory body and according to the current generator status of the facility.
  18. Uses PA DOH Knowledge Center during an event or training.
  19. Participates in regional trainings and exercises.

    • Other combinations of formal education, training and experience may be considered.


  • Minimum Experience:
    • 5 years of experience in Emergency Management or equivalent responder role (Police, Fire, Haz-Mat, Local Government Planning section)
    • Min Field of Expertise: Emergency management, emergency or disaster response, emergency service response (Police, Fire or EMS), decontamination response, use of PPE, Hazmat


  • Minimum Education:
    • Bachelor’s degree in Emergency Management or a related response type field (EMS, Fire, Haz-Mat)


  • Required Certification:
    • Registration: Hospital Emergency Response Technician or within 6 months of hire; Haz-Mat Operations, Emergency Medical Technician
