Job Description:

Under general supervision, performs a variety of duties performs a variety of duties to purchase material, equipment, merchandise and supplies according to system guidelines for cost, quality and delivery. Performs contract review and negotiations under guidelines as set by departmental policy. Analyzes current purchases against active contracts for verification of compliance and for determination of contract renewal. Performs cost /benefit analysis relative to potential acquisitions. Actively seeks cost-effective alternatives to current products/services in an effort to meet departmental non-labor cost reduction (NLCR) initiatives.

 

Duties and Responsibilities

Essential Accountabilities:

  1. Prepares materials and supplies purchase orders, analyzes quotations and expedites deliveries and shipments.
  2. Follows up with vendors to ensure they meet required delivery dates.
  3. Interviews sales representatives, secures bids and quotes, selects supplies/equipment and places orders.
  4. Studies market trends and products and recommends sources of supply.
  5. Researches and selects products according to quality, price, technology and serviceability standards. Contacts vendors and System personnel to ensure actions are completed.
  6. Modifies orders, notifying vendors of material and quantity requirement revisions; contacts vendors on rate adjustments and incorrect materials.
  7. Obtains proof of delivery and conducts check against order; checks and approves payment of invoices.
  8. Prepares documents to process requests for equipment repairs, adjustments for damages and incorrect shipments. Purchases materials, equipment and supplies from vendors.
  9. Contributes cost savings projects to NLCR targets through extensive identification, analysis and documentation of opportunities.
  10. Tracks vendor rebates for receipt and accuracy.
  11. Reviews the open purchase report on a weekly basis to monitor backorders and any other issues that may arise from the date the order was placed. Continually works with areas of responsibility to ensure customers purchasing needs are fully met.
  12. Coordinates product returns, prepares documents to process request returns, repairs, adjustments for damages and incorrect shipments and contacts vendors and System personnel to ensure that actions are completed.
  13. Works closely with Accounting department using appropriate software applications to ensure invoice issues are reviewed and reconciled in a timely manner to avoid any late fees or charges from the vendors.
  14. Continually monitors contracts to ensure that the System and our vendors are compliant with GPO or independent contracts, pricing is current and vendors are providing quality products.
  15. Receives sales representatives, visitors and other System employees to the department. Ensures that sales representatives are registered and logged into the Vendor Management Program when visiting departments within the Hospital.
  16. Consistently and accurately reports usage and expenditures regarding Procurement Cards used in organizational expenditures.
  17. Actively participates on selected Value Analysis Committees as MRS representative and as a consultant.
  18. Responds to, and takes appropriate actions with regard to, product recalls.
  19. Reviews non-file purchase history data to discern and recommend adding non-file purchased items to the item master.
  20. Visits user departments to better understand how to serve them and to help build and maintain positive relationships.
 

 

Qualifications

  • Notes:
    • Other combinations of formal education, training and experience may be considered.
  • Minimum Experience:
    • 2 - 3 years
    • CertificationsCMRP or CPIM, or must obtain within first 6 months of employment.
  • Minimum Education:
    • Associates Degree in Business Administration, Accounting, or Finance.
  • Skills:
    • Knowledge of the supplier communities through the use of web-based information; Ability to source goods and services from the lowest overall cost of use providers; Ability to assess responses to requests for proposals/information and to compare and contrast the value propositions presented by multiple vendors and multiple contracts; Insights and knowledge of our customer’s products and service requirements; Active participation in contract negotiations; Ability to analyze purchasing spend data to understand spending patterns and trends and opportunities to drive additional volume to fewer vendors; Ability to read and understand contractual terms and conditions.
