Job Description:

The Program Manager After School Program provides oversight & leadership of the day-to-day activities of the child and adolescent after-school program. Responsible for directing the operational and clinical aspects of the program. Serves as program lead therapist and supervisor: providing clinical supervision; development of programming & curriculum; oversight of strategic priorities; oversight of staff development including on-boarding, supervision, rounding, performance review, & employee engagement; monitoring budget; and stakeholder outreach. Assumes milieu responsibilities in the absence of the Allied Mental Health Professional.

 

Duties and Responsibilities

 

  1. Demonstrates leadership through supervision of all team members, maintaining positive solution-focused communication, taking initiative, leading by example, open and consistent communication, understanding of diagnosis and clinical interventions, and investment in the development of growth of staff and the program.
  2. Monitors documentation and standards of care, including completion of monthly chart reviews and providing staff with feedback on areas of improvement and following up to ensure that correction of errors is prompt.
  3. Participates in and oversees the development and implementation of individualized treatment plans for program clients that include individualized crisis plans and evidenced based interventions.
  4. Oversees admission process, intakes, referrals, & funding.
  5. Facilitates coordination of treatment team and participates in ISPT team meetings, collaboration of community agencies and investigates the availability of alternative community resources.
  6. Refines and evaluates program processes.
  7. Ensures the promotion of program services.
  8. Provides ongoing support and direction to program staff, implementing corrective action plans as needed, and provides staff ongoing feedback regarding performance in collaboration with Clinical Program Director.
  9. Interviews, hires, and on-boards new personnel. Provides staff feedback on areas of competency.
  10. Implements performance improvement, monitors progress, and reports to leadership.
  11. Oversees completion of discharge process. Implements improved systems to ensure standards are being met.
  12. Monitors paperwork and documentation from staff and provides ongoing feedback and training regarding areas of improvement and ensures that program is meeting standards.
  13. Completes core competencies, appraisals, and bi-weekly pay reviews as the Primary Supervisor.
  14. Supports employee engagement through meeting with TASP staff routinely for Rounding, Supervision, Staff Meetings, and responding to clinical and staff concerns promptly working closing with the Clinical Program Director.
  15. Completes “follow-up” activities, such as thank-you letters, requesting and sending of honorarium checks, etc.
  16. Assigns daily and weekly work to program staff.
  17. Available in-person in the evening and/or by phone during all programming hours for all staff and client concerns/assessments.
  18. Oversees and implements ongoing parent communication and program involvement.
  19. Develops process to routinely monitor program productivity. Takes corrective action when program service levels or productivity levels do not meet those outlined in the operating budget.
  20. Leads quality programming through development of curriculum, leading therapeutic groups, observing staff leading groups, & providing coaching on quality programming.
  21. Facilitates weekly team meetings, Daily Safety Huddles, & engages in Lean Daily Management.
  22. Maintains awareness of program budget and effectively schedule staff and monitor staff to achieve budget margins.
  23. Provides services as governed by individual treatment plans.
  24. Develops and maintains working relationship with program patients, families, external providers, and other hospital dept.
  25. Maintains awareness of significant client history, present status, and specific concerns which may exist.
  26. Provides consistent clinical coverage and care during times of transition or absence of a staff member. Including running groups, van runs, documentation.
  27. Effectively utilizes leadership/teaching/counseling techniques to gain program patients’ participation.
  28. Formulates and implements treatment plans.
  29. Demonstrates understanding of special needs and ability to care for children and adolescents.
  30. Completes and provides accurate program documentation and adequate feedback for effective treatment.
  31. Develops and leads staff trainings and clinical supervision.
  32. Assists in the evaluation of referred patients and their appropriateness for program participation.
  33. Collaborates with involved providers & agencies to develop initial treatment plan and facilitate clients’ transition into the program.
  34. Attends initial and reauthorization interagency meetings as needed, or assigns to team.
  35. Recognizes when unsafe or non-therapeutic conditions are developing or exist and maintains communication with the team. As Manager, implements strategies to address.
  36. Collaborates with team members to implement proper interventions in unsafe or non-therapeutic conditions.
  37. Assists in providing routine care in conjunction with treatment goals developed, as need.
  38. Oversees management of expenses, budget, & petty cash.
  39. Provides additional coverage for WellSpan Philhaven’s continuum of child/adolescent service line as needed and as assigned by Level of Care Director
 

Qualifications

 

  • Minimum Experience:
    • Two years of experience in children’s behavioral healthcare.
  • Minimum Education:
    • Master’s Degree (Required)
  • Minimum Field Of Expertise:
    • Psychology, Counseling, Social Work or related field in Behavioral Health Care; Knowledge and ability appropriate to care for children and adolescents with special emotional/mental health needs and manifesting emotional/behavioral problems.
  • Physical Demands:
    • May involve moderate physical activity while restraining consumers
  • Skills:
    • Excellent human relations and oral/written communication skills; analytical and therapeutic abilities; physical prowess to assist in behavioral emergencies; visual and hearing abilities
    • Must possess a valid driver’s license in the current state of residence. Driving record must meet requirements established by WellSpan Risk Management. WellSpan Philhaven driving privileges must be maintained during employment.
