Job Description:

Under general supervision, plans, develops, implements and manages the WellSpan York Hospital emergency management /disaster response/chemical safety programs (i.e., mass decontamination, mass casualty, Emergency Operations Plan, Disaster Plan, Disaster Response Team, etc.). Coordinates with, and provides liaison to community, city, county, state and federal agencies involved with disaster response (e.g., PADOH, FEMA, Red Cross, local Police, Fire and EMS departments, etc.). Acts as a consultant/resource to administrators, managers, physicians and staff on matters related to emergency management, chemical safety, fire safety, general safety and disaster response. Responsible for regulatory standards/regulations and preparedness as they relate to facility safety. Designs, implements and presents training programs for management and staff. Shares responsibility for the coordination of the regulatory survey preparation at York Hospital.

 

Duties and Responsibilities

 

  1. Plans, develops, implements and manages emergency management/disaster response/chemical safety programs for WellSpan York Hospital.
  2. Formulates and implements the York Hospital Environment of Care Safety program and ensures that all York Hospital entities are in compliance with all regulatory agencies in regard to Environment of Care Safety.
  3. Coordinates and communicates with and provides liaison between WellSpan Health System departments, community, city, county, state and federal agencies involved with disaster response. Participates in county-wide disaster planning and drills.
  4. Acts as a consultant/resource to Hospital administrators, managers, physicians and staff on matters related to emergency management, disaster and chemical response.
  5. Develops, implements and monitors the Emergency Operations Plan, as well the Hospital's emergency management and/or hazardous materials and waste management portion of the regulatory reviews.
  6. Coordinates efforts within the Hospital to ensure all required emergency management and chemical safety training is updated.
  7. Develops and maintains an Emergency Management/Hazardous Materials program consisting of effective prevention and control activities specific to the Hospital’s emergency management settings, for the population served and for continuum of care.
  8. Chairs the York Hospital Emergency Management Committee. In the absence of the Director - Emergency Management, will chair the System-wide Emergency Management Committee. Is responsible for follow up on recommendations made by the committees as appropriate.
  9. Designs, implements and presents training programs for management and staff.
  10. Provides health care instruction/education to contractual services, as needed.
  11. Obtains detailed reports of all incidents involving Environment of Care safety and keeps administration informed of such incidents and developments.
  12. Continuously assesses and improves department performance.
 

 

Qualifications

  • Notes:
    • Other combinations of formal education, training and experience may be considered.

 

  • Minimum Experience:
    • 7 years of experience in Emergency Management or equivalent responder role (Police, Fire, Haz-Mat, Local Government Planning section)
    • Min Field of ExpertiseEmergency management, emergency or disaster response, emergency service response (Police, Fire or EMS), decontamination response, use of PPE, Hazmat

 

  • Minimum Education:
    • Bachelor’s degree in Emergency Management or a related response type field (EMS, Fire, Haz-Mat)

 

  • Required Certification:
    • NIMS 100 / 200 / 300 / 400 / 700 and 800, Hazmat Operations, Emergency Medical Technician and CPR
