This is a remote position where the ideal candidate would be located in South Central Pennsylvania or in Northern Maryland, but exceptional candidates located outside of the service area may be considered.


Occasional travel required within WellSpan’s geographic footprint.


General Summary:

Under the general supervision of the Sr. Director HCM Operations, the Manager, Human Resources (HR) Compliance role is a system-level position with primary responsibility to develop and execute a compliance strategy for the Human Resources.

The role will closely partner with leadership across the Human Resources team and WellSpan organization to ensure effective compliance measures are in place for key HR specific regulatory, legislation and employment practices.  This includes providing leadership related to identification, prevention, resolution and ongoing monitoring.  Helps to mitigate organization risk. Ensure HR policy and practices are in place for WellSpan employees and workers at WellSpan locations that will meet requirements of a Healthcare employer.  

Duties and Responsibilities

The following are essential job accountabilities:

  1. Maintains extensive knowledge on relevant regulatory, local, state and federal legislation and employment practices.  Interprets regulatory updates and guides HR leaders on impacts.   Educates team members.   Partners with Legal Team to align on interpretation and risk assessment.
  2. Partners with HR Leaders to continually identify areas of concern/gaps, complete risk assessment and prioritize efforts for mitigation.  Involved as needed in all HR specialty areas including (but not limited to) Benefits, Compensation, Absence and Leave Management, Clearances/License/Certifications, Termination and security management, Recruitment, Onboarding, Learning and Development, Technology, Operations, Employee Relations, etc.
  3. Directs mitigation efforts and oversees continuous monitoring plans to ensure ongoing compliance. 
  4. Serves as the primary HR leader for partnership with Internal Audits, Corporate Compliance, Information Security Office, etc. teams.  
  5. Serves as a strong consultative partner to HR functional leaders to continuously improve policy and practice to ensure WellSpan meets compliance standards.
  6. Understands employee data/analytics and reporting.   Utilizes data, HR policy review and process SOP documents to evidence risk areas and needs for improvement. 
  7. Develop HR key compliance controls in partnership with Sr HR Leadership and Internal Audits.  Leads HR team on regular ongoing self audit processes and action plans.
  8. Develop and maintain strong working relationships and partner collaboratively with HR teams.  Guides leaders on strong governance process for process and system changes to ensure HR key controls are properly satisfied.



  Note:                          Other combinations of formal education, training and experience may be considered.

  Minimum Education       Bachelor's Degree


  Minimum Experience     5-8+ years in Human Resources, Compliance, and/or Auditing experience

                                    Experience partnering with HR Leaders and leading compliance plans

                                    Human Resources experience in Healthcare setting preferred.
