Job Description:

Oversees the function of Outpatient Services. Directs and supports the daily operation of the Outpatient programs of the WellSpan Philhaven organization. Provides operational direction and strategic direction for the management of all Outpatient services and programs.


Duties and Responsibilities

Essential Accountabilities:

  1. Establishes policies and procedures that guide the work of these services.
  2. Assures compliance with WellSpan Philhaven policies and applicable governmental, insurance and Joint Commission regulations.
  3. Maintains contact with and enhances positive working relationships with all community stakeholders.
  4. Scheduling – Develops and maintains easily accessible scheduling processes.
  5. Develops telephone access to clinicians and support staff.
  6. Develops processes to ensure efficient data collection, authorizations and billing.
  7. Maintains awareness of MCO procedures and requirements. Communicates changes and updates to staff appropriately.
  8. Standardizes outpatient processes across all offices.
  9. Develops policies and provides training for support staff related to front end processes.
  10. Develops policies and standards regarding the use of Epic systems and coordinates training as required to ensure consistent use and application.
  11. Monitors compliance with standards and provides staff with routine feedback.
  12. Works with each Outpatient program to develop program standards related to:
  13. Job satisfaction
  14. Patient mix and skill development
  15. Compliance with front end policies and standards
  16. Referral development
  17. Works with individual Clinic Directors to maximize utilization of each facility.
  18. Develops systems to monitor clinical practice and compliance with standards and customer service issues.
  19. Develops standards for consistent documentation.
  20. Works with HR on hiring and compliance with HR standards.
  21. Works with the Senior Director of Ambulatory Services and CFO to develop organizational strategy for outpatient service delivery
  22. Works with other managers to identify and resolve broader systems issues related to outpatient services.
  23. Works with Outpatient Clinic Directors to develop and implement systems for each Outpatient program to meet or exceed organizational targets.
  24. Routinely monitors customer satisfaction with the performance of departments.
  25. Develops systems to routinely monitor the quality of services provided including the quality of documentation.
  26. Develops systems to identify opportunities to improve the services.
  27. Develops systems to identify broader systems issues and opportunities for system improvement.
  28. Routinely monitors staff and program efficiency. Provides staff and managers with routine productivity feedback.
  29. Monitors assignment of cases to individual staff.
  30. Maintains excellent working relationship with MA MCO’s, schools and counties to develop referral relationships.
  31. Actively monitors financial performance. Develop corrective actions that may be required to meet budget expectations.
  32. Work with Human Resources and CFO to develop and administer the outpatient compensation system.
  33. Works with Clinic Director to develop an annual operating budget for each office.
  34. Works collaboratively with the Human Resources department related to personnel issues.
  35. Develops systems to comply with organizational requirements regarding employee evaluations, documentation standards, service activity, performance improvement, and customer service for all programs supervised.



  • Minimum Experience:
    • Three years of significant experience in a behavioral health related program
    • Pref. Experience Three years of management experience
  • Minimum Education:
    • Master’s Degree
  • Skills:
    • Excellent human relations and oral/written communication skills; analytical skills; comprehensive knowledge of behavioral health care programs and systems
    • Must possess a valid driver’s license in the current state of residence
