General Summary

Responsible for overall strategic direction, development, and implementation of WellSpan nurse staffing and scheduling and for WellSpan Health staffing resources and the Centralized Staffing Team. Partners with Nursing and Human Resources for the creation and execution of innovative nurse recruitment strategies and programs. Responsible for monitoring the utilization and alignment of resources with staffing plans, analyzing operational results, use of float pools, and promoting the appropriate use of resources. Provides on-going operational support to hospitals and nursing operations across WellSpan acute care settings, nursing leaders and operational leaders while ensuring effective communication and implementation of strategies and tactics to improve staffing and scheduling operations.

Duties and Responsibilities

  • Actively utilizes improvement strategies and tools to lead the development of long-term and short-term strategies with operational leaders positively impacting all aspects of operations as related to staffing and scheduling. Works closely with nurse leaders to ensure availability of current and future anticipated staffing goals that incorporate staffing guidelines and hours per patient day benchmarks. Compiles data and prepares scheduled or special reports, analyses, and statements.
  • Assists, and prepares annual nursing operations budgets with the Senior Nursing Operations Director. Monitors labor expenditures and works with nursing managers to ensure efficiencies within their department.
  • Partners with operational leaders, finance, and payroll to ensure development of FTE budgets and ongoing optimization of productivity and data reports to ensure leaders have comprehensive data to drive operational efficiency and productivity.
  • Works closely with Talent Acquisition leadership, HR Strategic Business Partner, and nursing leaders to develop staffing/talent management plans in support of workforce planning activities specifically as it relates to recruitment activities and relationship building.
  • Develops, manages, and uses forecasting reports with analysis of the data that assists senior leadership in making staffing decisions to respond to identified trends and proactively manage workforce trends, and strategy with program development and measurement.
  • Identifies, reviews, and prioritizes opportunities to improve organizational efficiency and effectiveness using technology, automation, and innovation. Assists in managing costs by continually seeking data that will identify opportunities and take action to eliminate non-value-added work.
  • Evaluates key performance indicators/metrics and develops action plans to address targets not realized within team responsible for hiring, counseling, defining expectations, monitoring productivity, review of work assignments, and strategic planning and direction.
  • Develops and/or utilizes effective communication systems and methods that promote sharing, partnerships, integration, and collaboration across the System.
  • Develops and guides staffing and scheduling processes to align schedules with established positions, controls and skill mix needed to support patient care. Ensures system alignment with staffing and scheduling system, practices, and use of staffing analytics to guide daily activities related to open shifts and positions.
  • Guides timecard reconciliation process to ensure accurate payroll processes for productive and non-productive hours.

Qualifications

Minimum Education:

  • Masters Degree Required or
  • Doctorate Doctor of Nursing Practice (DNP) Preferred

Work Experience:

  • 3 years Progressive leadership experience in acute care nursing Required

Licenses:

  • Licensed Registered Nurse Upon Hire Required or
  • Registered Nurse Multi State License Upon Hire Required
