Job Description:

Is responsible for assisting the County Program Director in managing the operational and clinical aspects of Behavioral Health Rehabilitation Services (BHRS) and the Therapeutic After School Program (ASP) in a particular county or counties or providing temporary coverage for the County Program Director as needed.

 

Duties and Responsibilities

 

  1. Administers standards and routinely monitors documentation of clinical services through chart audits and documentation review and providing feedback and training to staff on meeting quality standards.
  2. Provides staff with routine feedback regarding clinical services, documentation, treatment planning and ongoing care.
  3. Responds promptly to requests for clinical assistance and management of clinical crises.
  4. Works with BHRS/ASP Director to assign supervisory system to assure the adequate clinical and administrative supervision of staff.
  5. Supports employee engagement through meeting with TSS and ASP staff routinely for Rounding, Supervision, Staff Meetings, and responding to clinical and staff concerns promptly working closely with the Program Director.
  6. Orients new staff to policy and procedures and provides ongoing clinical training to TSS and ASP staff as directed by the Program Director.
  7. Completes TSS Core Competencies and Performance Appraisals, as well as processing Documentation of Performance Problems with the support of the Director and Human Resources.
  8. Provides oversight to the supervision structure for TSS in accordance with state guidelines and is a resource for clinical supervision as needed for TSS to meet in group, 1:1, or on-site.
  9. Administrates the referral system to efficiently respond to requests for BHRS/ASP.
  10. Coordinates the evaluation and authorization process and submission to the county or Health Choices/Managed Care Organization (MCO).
  11. Ensures the program follows WellSpan Philhaven and BHRS/ASP Policies and Procedures.
  12. Supports the financial, growth, and quality goals of the programs.
  13. Serves as a Program associate liaison for the county MHDI, Crisis Unit, and MCO. Attends county and MCO provider meetings, and Manager and Leadership Meetings and trainings.
  14. Covers cases and meetings as needed or directed by the Program Director for consistent clinical coverage and care during times of transition or absence of a staff member.
  15. Establishes and maintains therapeutic interaction with children, adolescents, community support, school personal and families. In doing so educating all those involved about the role BHRS and the ASP treatment goals.
  16. Provides assistance to patients and families and staff in the development of a discharge plan and help determine the appropriate community resources and assist families in accessing these resources as needed. This includes establishing and maintaining relationships with community agencies in order to gather information, make referrals and provide appropriate post discharge care and support.
  17. Assists in maintaining a safe and therapeutic environment in the school, community, family home, and milieu. This includes responding promptly to and assisting in managing any crises that arise and recognizing when unsafe or non-therapeutic environmental conditions are developing and implement appropriate interventions.
  18. Oversees productivity standards/expectations for assigned staff. Routinely monitors performance and provides assigned staff with individual feedback.
  19. Assists director to routinely monitor program productivity. Assists Director in taking corrective action when program service levels or productivity levels do not meet those outlined in the operating budget.
  20. Maintains customer service orientation towards referral agencies. Assists in maintaining a mechanism to solicit and receive performance feedback regarding BHRS/ASP.
  21. Assists Director to efficiently manage and monitor the funding process.
  22. Maintains routine communication with the county and MCO case manager and the case management coordinator regarding problems with the funding process as assigned by Director. Actively seeks to resolve outstanding funding questions or problems. Responds quickly to requests from the patient accounting department for assistance with billing problems.

 

 

Qualifications:

  • Minimum Experience:
    • At least one year’s experience working with children and/or adolescents in a clinical setting.
  • Minimum Education:
    • Master’s Degree
  • Licensure preferred: LSW, BSL, LPC, or LCSW.
  • Minimum Field Of Expertise:
    • Mental Health field
  • Preferred Experience:
    • Experience in crisis management
  • Skills:
    • Excellent human relations and oral/written communication skills; problem-solving/analytical abilities; physical prowess to participate in activities and to complete TCI training
